This authority is a legal entity that reviews funding applications by non-profit organizations that have health or education-related missions.

If a funding request is made, the authority reviews it, makes its recommendation to the funding bank or other entity, which then provides a low-interest loan. The Authority then processes and administrates the loan, at an annual fee, for the duration of the loan.

The Authority meets four times a year unless a special request is to be considered.
